Ray, Being it is a Super M it should have disc type brakes. You will probably have to remove the housings and give them a thorough cleaning. I believe what's happened is that the large steel balls have either rusted up and are hanging up on the actuator plate or they may be damaged and might have to be replaced. Good thing to do once you get a service manual for this tractor. Well worth every penny you spend on one and are available at your Case IH dealer, Binder Books or a number of other vendors.
