Not copyright, really. Trademark. Anybody that uses that logo on a product has to pay a royalty to its owner in order to be legal.
AFAIK, that logo still belongs to CaseIH, or Case-NewHolland, or whatever it's called this week.
Now the vinyl shop you find may not even ask questions. It won't hurt to show them what you want to do and see what they say. Some places are more sensitive to the law than others. Some places don't care. Some places may even have the logos licensed.
That said, even if everybody ignored the law and put a giant unlicensed IH logo on the hood of your truck, the odds of you getting "busted" are slim to none. It will only become an issue if enough people copy what you did, and all of a sudden there are dozens of trucks running around with giant IH logos on the hood. Then the vinyl shop that did it might get in trouble if they haven't dotted their I's, and crossed their H's. See what I did there?
