Correct more caster does equal harder steering to make the turn from straight, but it will take slightly less effort to return to the straight ahead position as there is more of a natural tendency in the geometry to self center.
Less caster will equal easier to make the turn, but also the same equeal effort to return the wheels to the straight ahead if you have say zero caster.
More caster less tendency to wobble at speed. Less caster more prone to high speed wobble. So there are additional trade-offs that are always a consideration.
