Could be linkage, could be internal. There's no way to know without actually getting into it. 2nd gear could just be the tip of the iceberg.
That the dealer did not fix it is a bad sign. If it was an external linkage problem the dealer's mechanics could fix it in a couple hours and then he could ask $1000 more for the tractor.
As it is the tractor is guaranteed to be way overpriced for what it is, because it's on a dealer lot. I would not drive 4 hours to look at it, if it were me.
