Just went thru similar problems with a newly-acquired Farmall 560. Power steering and rest of hydraulic system all worked fine until really cold weather hit. Long-term water accumulation in hydraulic fluid simply froze up. Large chunks of ice formed in rear differential; power steering and rear hitch simply would not function. Be cautious about trying to drive the tractor in case there is ice in your differential or anywhere else in the hydraulic system including the power steering. Overnight in heated garage plus magnetic-mount heater on bottom of differential and transmission housings was able to melt ice in hydraulic fluid. (Drained fluid looked like silty glacial runoff due to water contamination.) Drained PTO housing at same time, had similar water contamination. Be prepared for a LOT of oil flow when draining differential! I recommend having at least 3 or 4, empty 5-gallon buckets and lots of oil-dry on the floor BEFORE you open up the drain plugs, and overnight draining is a good idea. IH manual advises replacing hydraulic fluid every year before cold weather, apparently because of this water accumulation problem. Replacement oval filter at IH dealer was about $17, included gasket for cover plate located on right side of transmission housing. PTO takes 2 quarts of hydraulic fluid, remainder of system takes 16 gallons. Main filler opening is triangular plate with 3 bolts, to right of gear shift base. Have not yet restarted tractor or operated hydraulics since fluid change. Will post tomorrow if this does not fix problems.
