Google Chat's Tractors in Illinois, they have steps, covers, goose neck adapters etc. Look under the "accessories" section.
I have seen some sharp ones at shows made from the later 06 and 56 series tractors. I have seen extended platforms, and some very elaborate steps through the years.
I don't think they would be hard to "custom" make, if you had access to some scrap iron, a welder, & a drill press.
As far as safety is concerned, my cousin & I learned to crawl all over my grandfather's H & M like a jungle jim, prior to attending my first year of school. We were told not to go near them, but they soon found it kept us busy and out of the way of more dangerous things. We both now have the scarred shins to prove it.
There is something that seems to attract young children to these tractors, kind of like a fire truck or something. I can personally attest that children will NOT "stay away from it" so you may as well educate them on how to safely operate and enjoy the experience.
