I had a similar problem on mine, those various linkages between the throttle lever and the governor are very prone to seize up from too much weather, rust and crud....I actually broke one of them while moving the throttle, turned out that it had been welded once before! I would check the linkages that are directly beneath the battery, particularly to see that the shaft moves freely in its bushings. Hugh
