"Cutoffs", by definition, were steel wheels from the factory. They were field converted to rubber tires by torching off the original steel tire and welding a pneumatic tire rim in its place. There were specialized tools and standard instructions, mostly from the tire companies, to do the conversion.
Typically on most IH tractors, if you find rims and flat spokes, they are cutoffs.
