Dead H, the following entails a little more work but will identify the area of your problem. I am copying this from an old post and if you have any questions just ask.
Remove the plug that
is in the carb bowl. Get a barbed fitting from a plumbing supply with the same thread size and a short piece
of clear tubing that will fit the barb. Mount the new fitting in place of the plug and put the tubing on the
fitting and turn the tubing vertically with the open end up and tie the tubing in place. This will let you see the
fuel level that is inside the carb. When the tractor starts dying look at your "sight glass" to determine if the
fuel is present or if it has disappeared indicating that from the needle/seat valve back to the fuel tank there is
a problem. Post your findings.
