That was, at one time, a C20 plow but the wear parts are in poor condition. It's not much more than scrap metal now. It will cost way too much to replace those parts, and they will be difficult to find.
All IH plows have the same bolt mounting pattern for the bottoms, so you can transplant bottoms off of another plow to this frame, even if it is a newer plow or a different type of plow (i.e. 3pt hitch, semi mounted, or trailer plow).
Your best bet is to find another plow with better bottoms, and transfer them to this frame.
It is not necessary to have exact right width bottoms. You can run a 16" bottom on a 14" spacing, or a 14" bottom on a 12" spacing. The width of the share will only matter on the first pass. Otherwise, the spacing of the bottoms and where you drive are what control the width of cut, not the width of the share.
