Those are 2-way valves and do not appear to be power beyond (some can be converted with additional parts, but no evidence of such with these). One of these valves could be plumbed to work but possibly with some odd side effects. Any added valve connected where your looped hose (toilet hose) is will have its own lever and that lever will be the operating control for any attached cylinder.
To use the Touch-Control levers, you must connect whatever implement to the Touch-Control rockshaft. That is the way your A-60 blade is intended to work. What is missing from your A-60 blade? If you can provide pictures of all the pieces you have, we may be able to determine exactly what is missing. That may be the simplest and least expensive way for you to push snow.

Some of us grew up thinking that an air filter was a paper thing that allowed air to pass while trapping dirt particles of a particles of a certain size. What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
