Sony, here's a picture of the assembled plow unit on my SA.
You seem to be missing most of the lift mechanism. There is a long 3/4" bolt with square washers and a spacer tube that goes through the square tube of the front bolster (nut visible just behind the front axle) that holds the '3 legged bracket' in your picture; a plate that bolts to the bell housing, and the tubular rod that connects from the plate that pins to the rockshaft (needs 2 pins).

BTW, the ~240# of weights on the blade frame don't really belong there, nor can I say what they are counter balancing, lest I be turned in to the SPCT.
