Pull the side plate on the governor and inspect. If you don't see anything broken, I would drop that oil pan and make sure you don't have a loose rod connection on the crankshaft. Where you here a sound on an H engine might not be the source of the sound. If the rod connections are good, you could remove the govrnor assembly and check the teeth on the gear. You might have one that is broken. That it not a common occurence though.
