Brian, I have a parts catalog of IH wagons from the 1940's and later which shows a similar one that is called "Improved All-Purpose Farm Truck" and was made from 1940 to 1954. It has some of the same features as the wagon in the photo but is definitely not identical. I'm thinking the one pictured was made somewhat earlier. The one shown in my catalog has two 16682W roller bearings with 451898R1 races in each of the four wheels. It could be ordered with 28" or 32" diameter spoke wheels. I'm thinking the ones on the wagon for sale are most likely cutoff's welded to a rim of some smaller size but can't tell in the photo. They may or not be original IH wheels but spoke wheels on rubber aren't shown anywhere in my catalog. Hope this might answer a couple of your questions although I can't ID it through my catalog which contains mostly later model wagon of the 1950's and 60's or as IH calls them tractor wagons, Hal.
