A little overfilling is pretty easy if you don't use the level plug. I usually seems hard to believe the level should really be that low in the housing. It needs to be high enough so the lower gears run in the oil enough to keep it slung everywhere that needs it. It should be low enough to not submerge the gears or any seals more than necessary. Given the size of that housing, even an extra gallon won't raise it much.
