Most likely its a combination of the float level being too high and the needle and seat leaking a little bit. The fuel pump works by spring action on the diaphragm. The push rod from the cam only loads (cocks) the spring which pushes on the diaphragm pushing the gas into the carb. After you shut it off there can be one push left in the pump which then pushes past the leaking needle and seat resulting in your problem.That fitting on the front top of the tank is only a fancy elbow not a return
