That's a Webster valve and you may be able to find some information on line. Been a long time since I was inside one, But don't think you can adjust. Think the relief or safety valve to steering motor can be adjusted. Rest depends on bore to spool clearance and spring tension. Valves like that were common when Behlen power steering was added to supers with engine hydraulic pump. Pretty sure IH used them on some combines or one close. Unless you can check hydraulic flow and pressure its just a guess on the valve being the problem. Valve could be worn internally, springs weak or the relief leaking pressure if its the problem.
