I have a 400 LP we had trouble similar to yours but not the same. The tractor starts with the choke shut all the way, when the tractor fires open choke all the way. you need to be certain that you have a good gasket between head and manifold, part of my problem was a bad manifold which I replaced with a new one. I also fund that my regulator was not working properly because of vaccum leak and hole in diaghram. Replace regulator and cleaned carb. Tractor run great and lots of pulling power. Governor has to be hooked up works like a gas tractor. Hope this helps some.
