Like Gene says, your governor needs attention. About the only thing you can do external of the governor is check the linkage adjustment between the governor and the carburetor. But, for the problem you describe, it's not likely to make any difference. The governor operation is very simple. When you advance the throttle lever you pull on a spring to open up the carburetor. The governor has spinning weights that through centrifugal force counter act on the spring tension. The point at which the opposing forces equalize determines the engine RPM. When you disassemble the governor, the problem will probably be obvious.
