If setting not running with Ignition ON the high input side of the coil MUST be hot with respect to frame ground while the low output side to distributor is usually OFF because the points are usually then closed. With Ign ON and cranking her over a test lamp on the low output to distributor should flash ON when points open but OFF when they are closed.
If it never comes on points are closed or shorted out or the condenser is shorted out or coils primary is open
If it never goes off points are bad or burned or not closing or not grounded or a wires open.

Points are often the cause of a firing problem, they need to be clean and adjusted. Sometimes a condenser or its wiring will get shorted.
