I used to drive a Ford 1700 that had a foot pedal. You asked why it would be needed. Well, it was as handy as a pocket on a shirt. When we were setting tobacco, or plowing tobacco, or any other job that required setting the throttle at a certain speed and leaving it alone, that foot pedal would come in mighty handy. When you'd get to the end of the row and need to turn around, you could just rev it up and turn around quickly without having to alter the setting of the throttle. Then, when you got back in the row, you'd just take your foot off the pedal and let it idle back down to the original setting.
