That's about the same result as using gas tank sealer. The stuff is somewhere between a paint and a plastic, forming a lining inside your gas tank. Doesn't require splitting, but does require cleaning out most of the rust in the tank. Not saying a plastic insert isn't a good idea, just that there is an easier method already out there.
