I'd renew the bolster thrust bearing first. Check the other bearings, worm and sector gears. If the front end is in good shape narrow fronts steer pretty good with a loader. If you do have worn parts binding the power steering may just twist something off.

And put big tires on the front to distribute the load but keep them close together. 6.50-16's will fit on an H.
