560 governor

I'm doing on overhaul on my 560 and was checking out the governor before I put it back in. I noticed that the flyweights have been hitting the housing. There's a grove going the whole way around the housing and the flywights have rub marks on the corners. The small thrust bearing on the end of the shaft has a larger diameter hole in the middle than the diameter of the shaft. The bushing below that rides on the flywieght fingers fits nicely on the shaft. I then looked up the governer assambly in our parts book CD-ROM. It shows a stepped sleeve that fits around the shaft and also fits inside the bearing to fill the gap between the bearing and the shaft. I asked my instructor about it, and he said that the parts might not have been available, and some one fabricated something to make it work. I then called the Case IH dealer and asked if the sleeve was still available. The partsman told me that the sleeve was replaced by a bushing, which is on it right now. My question is, why are the flyweights hitting the housing. The flyweight fingers and bushing do not have much wear on them. What can I do to keep the flywieghts from hitting the housing. I want to fix it now before I need a whole new governer. Any help is appreciated.
