You might want to check the idle adjustment where the governor connects to the carburator. Maybe its been turned in too far and you can just readjust it. Concerning your starting problems, I had a similar situation on my M once. The battery would turn the tractor over but it wouldn't start. On mine I was able to start it with the crank. I thought maybe the battery didn't have enough power to turn the engine and fire the plugs. It was an older battery. A new battery fixed my problem. If your tractor is cranking sluggishly it could be the battery.
