No doubt others will post clearer comments, but for the Cub (will be same for others), the engine is brought to TDC on the compression stroke. If yours has 2 timing marks, this is the second mark passing the pointer as the engine is turned with the crank. The first one is the timing mark for the advanced timing. Loosen the clamp bolt on the magneto so it can be rotated. Rotate the magneto housing in the same direction in which the rotor normally turns as far as possible. Turn the magneto in the opposite direction slowly until the impulse coupling clicks. Tighten the clamp bolt and you are done. If desired, check with the timing light with the engine running. Light should show timing at specified "lag angle". Timing with engine stopped is TDC. With engine running, it is advanced by the lag angle.
