What you describe sounds OK for the choke plate on your carb. Probably should get a good hose coming from your air cleaner so you're not pulling dirty air into the engine - can wreck an engine pretty quickly that way, depending on what you're doing. Case/IH dealers have these available for about $10, money well spent. You need minimal choke to start most old IH tractors when cold. Most successful for me is to full choke and turn it over one or two revs - it may or may not start, if it does, I turn it off. Push the choke all the way in, and start it. Generally pops right off for me at that point. I than have to play with the choke for a while until the intake manifold warms up, but generally less than half way closed on the choke is more than enough at this point. Sounds to me as though you're trying to use too much choke, so what works for me might be the solution for you too. Good luck, and let us know if you're still having problems.
