If you have a known good battery and the battery leads and terminal clamps are clean and in decent condition the problem has to be in the starter. I would put a battery charger on the battery in the boost position and see the effect. Could be you have a bum battery. If the results are the same, pull the starter off and have a starter rebuilding shop to check it.
