George, There are three adjustments to the governor. First, set the throttle linkage length correctly. Disconnect the throttle linkage clevis from the governor rockshaft. Place the throttle lever in wide open position and open the throttle on the carb all the way. The clevis and the rock shaft need to line up. If they don't adjust the length of the throttle linkage by turning the clevis (if it isn't rusted stuck) till the holes line up. Two, the screw on top of the governor is the high speed stop. This controls how forward you can push the throttle lever, and thus how much tension you can place on the spring. Should be no need to goof with this. Three, the little screw at the front of the governor is a surge adjustment. If your Cub is constantly sruging in throttle like it's looking for the right speed, turn this in just till the surging goes away. Hope this is a little clearer than mud. Good luck, Chris
