what is this part?

Any idea what this part is? Consists pair of identical iron castings clamped together with a 3/8" carriage bolt. Only markings are 2165C the older IHC logo cast into both halves.

Suspect it may be a clamp to attach an umbrella to a tractor (the larger opening will clamp a tractor-sized umbrella mast very nicely), but I'm not certain, and I cannot figure what on a Farmall the smaller opening might clamp to. Anyone know for sure? ...Bob M
