On the earlier 4000 with the gear type pump (mine is a 1970) it's a square head pipe plug hiding behind the parking brake.
I'd go with Bern's advice on the allen head plug, but post back if you're still stuck.
That sideways downward sloping (from left to right) casting bump on the upper left side of the pump (in your third picture) looks to be about the right height for a level check. Parts diagrams for the 4600 gear-type pump don't really show much detail on the outside face. Anyone know what that is?
