38" on a 3020 I assume are 15.5x38. Which means 14" rims. Salesman for one of the local dealers found some for me. Sadly for sure there's a set in a shed around you somewhere. Maybe just get the word out. And go to auctions. A possiblity is rims, if you can find some, buy or make the spacers, and buy the clamps that just hook onto the edge of the rim.
