Thanks for the quick and very detailed response. The pedal adjustment is definitely off as well, unless it only seems to be off due to the clearance issue. I have to push the pedal all the way to the limit before the PTO will even consider stopping and even then it's hit and miss whether it will. I was hoping I could fix the PTO and hard shifting issues at the same time. Hopefully this adjustment will do just that. I'll follow up when I make the adjustment sometime here in the next week or so. Thanks again.
