I just did one for a friend, sat a long while, not run often, but allegedly ran prior to, told him, get the carb kit (honda) we'll clean up everything, right before assembling, I checked the jet, was plugged tight, I selected the appropriate size torch tip cleaning bit, little undersize so as not to take any brass off, cleared that out, gumout, compressed air, started on the first pull, not sure what it is that the fuel leaves behind, dry crusty material you can't budge with compressed air, those torch tip cleaning tools are very handy to have !
