The reciever dryer should get warm, never cold. If the condenser is hot, it means the condenser is not able to get rid of heat(poor air flow dirt in radiator or condenser ). The dryer should be warm, but mot uncomfortably warm to the touch. As Allan says, I believe it is low on refrigerant. Get a gauge set so you can read both high and low side pressures, thats the only way to really know what is going on with the system.
