I'm making an assumption here as I'm not familiar with 2000.
I have '63 4000 (4 cyl gas)...have had to open/remove a plug that is on top of hyd. pump to "bleed off" system to get 3 pt. to operate...replacing plug when air is out. Don't rev above an idol or you will take an oil bath for sure!! Yours maybe similar.
If that does not work...post back with year model, etc. an someone more familiar with your tractor can help you.
