Most of the California aqueduct system relies on gravity, something that's available in abundance in that mountainous state. The major exception is the Edmonston Pumping Station, which pumps water from the California Aqueduct over the Tehachapi Mountains into Los Angeles. Now this pump has to raise water a mere 2000 feet, and the volume of water it handles is a mere trickle compared to the demands of the High Plains farmers. Yet to operate this one station at capacity requires over 800 megawatts of power! That's more than many generation plants. I ask you: Who is going to pay to pump thousands of acre-feet of water 3000 feet uphill to meet the demands of the farmers on the Great Plains? The farmers themselves?
