IH introduced a Zenith carb with a vacuum operated accelerator pump to resolve this issue. That carb works very well. Problem is , I would not know where to get on now days. The engine idled much smoother also with that carb. There are a couple of other things to do to help. First of all, it must come up to operating temp to work well. Second is the intake manifold. You need a properly operating heat riser and clean intake in side of the manifold. They get filled with carbon over the years. What you have to do is split the manifold. Getting those four bolts out is usually a job for a torch man and most likely will still break off one or two bolts. Then I have found that a sand blaster cleans that carbon out from the inside real well. There are passages that completely surround the intake throat and have to be clean. Then you need a good plate, good bushings and most of all a new thermostatic spring. It won't cure it completely but sure makes it livable when warmed up good. Another thing is that there are two different venturies used. Early models had a double venturi and that was changed to a single with a kit or completely different carb. This was to minimize the carburetor iceing problems which is another issue that the heat riser helps also. Most 4 and 560s in the country have a non functional heat riser from what I see. It used to be SOP to disassemble the manifold for regular valve jobs etc when I took them apart after my learning curve. Makes it easier to get them apart next time also. Then, a good tuneup, with timing adjusted to 30 degrees before top dead center with engine running at full throttle. Many are adjusted static or at low idle and are off at the speeds you really need it to be correct.
