Some of the bolt holes do indeed go into water jacket. I always use sealer on those. Far as the gasket over the tappets, those side covers get so bent out of shape it would take a good size bead of high temp silicone to seal. I always try the cover with out the gasket to check it for fit and try to correct it. I used to use the steam cleaner to soften up that cork gasket and then they would seal. You might be able to boil it for a while and soften it but it will not do what the steam clearer could do in a few seconds. This was before silicone. I still prefer a nice soft gasket.
