In disassembling a part off a tractor that's BEEN PAINTED! it is entirely possible to get paint paint flecks into the inner workings of the part IF YOU'RE NOT CAREFUL!

who else would have done it? The OP did not state that he attempted the repair on his own BEFORE TAKING IT TO THE REBUILD SHOP.

Are you a lawyer or something? Only a lawyer grilling a plaintiff would ask such a stupid question. Obviously, he wanted them to FIX HIS PUMP!
I've had one of my pumps rebuilt and the thing came back running (and looking) like new. That's what you expect a quality rebuild shop to do.
