If you already have a kitty to buy something or whatever, I have seen people buy a really big plastic septic tank, the kind with big manhole covers and other pop outs, if you are on a hill, slowly, everyday, just keep scraping the dirt out of the hillside, not straight down, that is how you get water and other hangups, just dig into the hillside, heck, old raillroad ties, anything will do for a tornado. Hurricanes are different, heaps of water involved, and this ain't a fallout shelter right? Just tornadoes you just need a foot or two of dirt and something with roots to take the brunt. The door/ hatch will be something to gather ideas on. Personally, i would bury an old shorty shipping container, but still it needs to be below grade and soil on top, and a very secure door. Do a google or bing search, see what ideas people have posted on the web. And just start scraping a hole... less surfing- more digging!
