Unburned fuel & smoke

I've got a Farmall 460 diesel that has two possibly related problems. The first is that for the first 5 minutes or so it makes quite a bit of white smoke. The second is that after running it for a while (30 min or longer), what appears to be thick unburned fuel residue drips out of the connection between the muffler and the pipe coming out of the exhaust header. It has a Roosa-Master fuel pump. Doesn't lack power, but I think that its idle may be set a bit high. I'm wondering how if it's just set too rich...Thanks for any advice.
