My 1650 had the same problem when worked hard in warmer (75+ deg) weather. Turned out heat from the engine was boiling the gas in the tank/fuel line to boil which then starved the carb for fuel. Could tell by removing the gas cap and peering into the tank when it began losing power - it was like looking into a boiling teapot.
Solution was straight forward:
1 - Remove the side panels so hot fan blast is not caught under the hood
2 - Install a sheet metal shield between the engine and the fuel tank then stuff insulation on the topside of the shield.
3 - Wrap the fuel line between the sediment bulb and carb inlet with insulation.
Incidentally sweating of the carb exterior (and a buildup of frost on the carb in cooler weather) is perfectly normal.
