Strictly guessing since I can't compare the size of spring coil to the various projections it might go over.
Thinking about a modern "Handiman" jack makes me think that it goes under the lever that changes the direction of the jack, i.e. up or down. That would also hold the pawl of the lever against the appropriate ratcheting lever.
If not there then lower left stud in the lower photo just inside of the cover near the rounded portion.
