My pepper plants almost all failed last year, and they're failing again this year (just like yours). It may be a fungus, I don't know, but one thing's for sure: TOO MUCH RAIN.
I did some experimenting this year. I planted some in hills and mulched most of them to keep dirt from downpours from sticking to the leaves and to keep them from catching blights from the soil. The only peppers that look half-way OK are the ones that were mulched and hilled. About 1/4 of the plants that weren't planted on a hill have died already. All are losing leaves.
After last year's failure I decided to plant enough plants to get some yield even if the same thing happened. I planted about 80 plants... I'm still not sure it's enough.
