Thanks, I think we are okay to weld them on in Nebraska. The rules that I read don't say bolted on only. I may know why they want them bolted.....poor welding! I saw one pulled off of a trailer this spring and there was a big, tough looking weld on a 3/8" inch chain and maybe two 1/16" spots of penetration made it to the hitch!!!!!!!!!! I don't think the welder cleaned the paint off of the hitch before welding. The guy that welded it brags what a great welder he is. Hope someone showed that one to him!

There is no known history regarding its origins or what service it had done, but the following work was undertaken alone to bring it up to show standard.
