I have never seen what you are describing. Something ain't right about that pump. Check to see if it has an up-to-date tag on it.
I live in Illinois, and I happen to know the Weights & Measures guy (now retired) who checks and tags the fuel pumps in our area. I can assure you that he doesn't simply do a little math off of the last pump reading to determine the pump accuracy. He has a large stainless steel tank in his truck. This tank is made like a big inverted funnel, and has a long slim fill tube on the top. The fill tube is calibrated. He can measure liguid to the gnat's a$$ with that tank. If it's accurate, it gets a dated tag. If it's off, it's bagged for repair.
I think I'd at least switch pumps, and maybe even stations if I were you.
