Another vote for welding the inside of the race. It will shrink enough to make it a slip fit. If at first it is still too tight weld again. Every time you weld on it it will shrink in the direction of the weld. The weld bead draws towards itself as it cools. Weld multiple beads on one side of a steel plate and it will start to curve. The torch heat will work the same way, but it will take a bit more time. It might help to put some ice on the race right after welding to cool it faster than the housing. IE: housing hot, race cool, less interference.
