I meant the draft control lever not the quadrant control lever that usually controls the 3 point hitch arms. only lifts when this lever is pushed down hard.

Wha happened? : Sounds like the arm came loose from the shaft and has rotated far enough that the cam on the shaft engages when the handle is around the other side. Check to see that the key and handle is still seated. This happened to me once when I replaced the friction washer.
