I don't think those tractors have a separate supply pump. You do need to bleed the air out of the new filter before you try to start the tractor. There is a bleeder screw on the top of the filter, i think it takes a 12mm or maybe a 1/2" wrench. Open about 1/2 to 1 turn until pure fuel (no bubbles) runs out, then close it.
Also be sure you have a good supply going into the filter. Sometimes over the years of being fueled out of cans, in the field etc. the strainer(if there is one) in the tank will get clogged and need cleaning. Have seen it happen more than once.
